The National Inclusion Support Subsidy Provider is a partnership between KU Children's Services, Illawarra Children's Services and Flowconnect. Illawarra Children's Services assists services in the Northern Territory, Queensland and Tasmania to access the program through the processing of applications and claims for these states and territories.
The Inclusion Support Subsidy (ISS) is paid to child care services to support the inclusion of a child or children with ongoing high support needs.
The ISS is a contribution towards the costs associated with employing an additional child care worker. In Family Day Care and In Home Care the ISS can also be used as a payment in recognition of the impact on the carer of the additional care and attention required by children with ongoing high support needs.
The ISS is limited to a flat hourly rate, which is determined by the Department of Education, Employment and Workplace Relations (DEEWR) and is indexed annually.
Children with ongoing high support needs include those with a diagnosed disability, children undergoing continuing assessment for a disability and humanitarian refugee children.

An ISS Application must be accompanied by a copy of the Service Support Plan and the required documentary evidence.
New, streamlined forms have been developed to accompany the IPSP Guidelines 2009-12. A new SSP is designed to accompany the new ISS Application form. The forms are interactive PDF files. This means that you can type into them and save them onto your computer. You can then open them again and make changes, if necessary, before printing them out for signature and sending to the NISSP.
Your ISS Approval Letter will detail the hours and subsidy contribution that have been approved for your service. At the end of every quarter you must make an ISS Claim for Payment in line with the subsidy approved for your service and the ISS Guidelines.
New Claim for Payment Forms and Attendance Records have been developed to accompany the 2009-12 IPSP Guidelines. Guides to assist you with the completion of the Claim Form and Attendance Record have been developed to assist you with this process.
At the end of each quarter, you must submit the Claim for Payment Form and Attendance Record within 60 days to receive payment. Claims made later than 60 days after the quarter end will not be paid.
