The National Inclusion Support Subsidy Provider is a partnership between KU Children's Services, Illawarra Children's Services and Flowconnect. Illawarra Children's Services assists services in the Northern Territory, Queensland and Tasmania to access the program through the processing of applications and claims for these states and territories.

What is the Inclusion Support Subsidy?

The Inclusion Support Subsidy (ISS) is paid to child care services to support the inclusion of a child or children with ongoing high support needs.

The ISS is a contribution towards the costs associated with employing an additional child care worker. In Family Day Care and In Home Care the ISS can also be used as a payment in recognition of the impact on the carer of the additional care and attention required by children with ongoing high support needs.

The ISS is limited to a flat hourly rate, which is determined by the Department of Education, Employment and Workplace Relations (DEEWR) and is indexed annually.

Children with ongoing high support needs include those with a diagnosed disability, children undergoing continuing assessment for a disability and humanitarian refugee children.

How to Apply

All services (except BBF/MACS services) need to apply for ISS online via the IS portal. Contact your ISA to assist you to complete the application.

For new applications, your ISF will send you a letter of introduction with instructions on how to access the system.

For current approvals, please visit the IS portal to view the details of your approval. You will need your CCB Approval ID and your IS Case ID to access the portal.

ISAs

ISAs should access the IS portal using your Log In ID provided by DEEWR and your password.

DEEWR have provided a number of detailed taskcards with step by step instructions on how to use the system. These are also available on the IS portal.

How to make a claim for payment

From 3 October 2011 all services except for VAC care and Budget Based Funded Services must submit claims via their CCMS Approved Software at the same time as submitting their attendance records for CCB purposes and payment will be received at the same time as the relevant payments for CCB.

Budget Based Funded Services Only - Forms and Guide

Your ISS Approval Letter will detail the hours and subsidy contribution that have been approved for your service. At the end of every fortnight you can make an ISS Claim for Payment in line with the subsidy approved for your service and the ISS Guidelines.
